On the policy front,the State Council's recent“Opinions on Stabilizing and Optimizing Foreign Trade Scale and Structure”explicitly supports cross-border e-commerce overseas warehouse development and streamlines cross-border trade facilitation measures.In Guangdong,for instance,the local customs' “Unified Cross-Border E-Commerce Export System”has reduced clearance times for small appliances like chargers to under three hours,giving enterprises a competitive edge in capturing the overseas“Black Friday”shopping season.
